In the Outlook Desktop app:
From your email list, open the email or select the email so that it displays in
Outlook's
Preview
pane
.
At the top right in the the previewed email or the open message click the
Other Actions
button (horizontal three dots).
In the menu that opens select
Forward as Attachment
. This opens a new email with your selected email added as an attachment.
Address and send your email.
In the Outlook Web app:
From your email list, open the email or select the email so that it displays in
Outlook's
Preview
pane
.

Other reply actions
then select
Forward as Attachment
