If you find an email in your Outlook Junk Email folder that should not be identified as Junk, you can report the email as Not Junk which:

Moves the email from your Junk Email folder to your Inbox.

Adds the sender to your Outlook Safe Senders list.

Reports the sender as legitimate to Microsoft helping to improve Microsoft's Spam filters.
How to Report Email Found in Your Outlook Junk Mail Folder as Not Junk
Report Email as Not Junk in the Outlook Desktop and Web Apps
- Select the email in your Junk Email folder.
- On Outlook's Home ribbon, click the Report button then select Not Junk.
Report Email as Not Junk From Your Mobile iOS or Android Device
- In your Outlook Junk Email folder tap the email to open.
- At the bottom of the email, tap the three dots icon.
- in iOS - the three dots display horizontally.
- in Android - the three dots display vertically.
- Tap Not Junk.
